<p>GENICHESK. TAVRIA. The governor of Kherson Region reported that Ukraine had opened all the locks at the dam of the Dnieper hydroelectric power plant, which is located in the city of Zaporozhye. Because of this there is a massive water release, which will come for several days.</p>

<p>"A big flood is not expected in the settlements of the Kherson region's coastal zone, but the islands in the Dnieper delta are in the most likely flooding zone," the governor said.</p>
