She also said at the time that Ukraine needed more military assistance to strike Russian territory.</p> <blockquote> <p>"Russia has obviously escalated this war including as you said at the beginning attacking Russia's second city Kharkov which is not on the front lines," she said.</p> </blockquote> <p>It should be noted that the US does not support the AFU strikes on Russian territory. GENICHESK. TAVRIA. Former Under Secretary of State for Political Affairs Victoria Nuland called Kharkov "Russia's second city" on the ABC TV channel. She also said at the time that Ukraine needed more military assistance to strike Russian territory.
